CUBIC Utility Billing Software
Water, Sewer, Gas, Electric, Refuse,
and Other Metered/Unmetered Services
For over thirty years, CUBIC has been growing in function
and usability to become the finest utility billing software
available today. CUBIC provides a powerful accounting and
CIS (customer information system) along with extensive utility
management and report options. CUBIC is easy to install, easy
to use, feature rich, flexible and fast.
CUBIC Modules
CUBIC offers options to fit a client's
specific needs:
Multi-user: Capability for multiple users to access the system.
This option includes advanced security, record locking, operator
logs, active users on system,Thin Clients, and other features
required for a demanding processing environment.
Productivity: Capabilities
for the account and Postnet bar coding of bills. Bar coded
bills can be scanned with a variety of scanning equipment.
Imaging interfaces for scanning documents. Receipt printers
and cash drawers are also available with this option. A link
to Mapquest is available which will automatically display
a client's location. ACH (Automated Clearing House) processing
is included. ACH provides automatic bank debiting capabilities.
It replaces the old bank drafting systems. Batch receipt processing
is also provided.
AMR: Interfaces for hand
held and other remote reading devices.
Installment Billing: A mechanism
for time payment plans. These plans can be used for the settlement
of accounts in-arrears as well as for installment purchases
such as tap fees.
Inventory Control: Provides
an effective means of tracking inventory items for work orders
and stock requirements. Functions include item management,
receipts, issues, stock status reports, and other important
management tools.
RUBS: Ratio
Utility Billing System
designed to allocate utility bills in multi-unit complexes
based on occupancy and/or square footage. CASS: A certification system,
designed by the US Post Office to validate street addresses
and assign Delivery Points. This coding allows one to get
more favorable postal rates. Data Dictionary: Allows
access to retrieval and analysis tools via an ODBC gateway.
This enables the performance of ad hoc inquiries, reports,
and file transfers to other systems. Using CUBIC data files,
one can extract fields and design reports using Excel, Crystal
Reports, Word, Access, and other software products. Microsoft SQL Database:
Optional data storage method for those sites who prefer MS
SQL as a standard.
Internet Customer Inquiry and Payment Processing: Allows
customers to inquire about their account balances and consumption
history. Provides two years of usage history for metered services
along with an attractive graph. Payment Processing option offers customers the option to pay the utility bill using a Visa/MasterCard credit card or echeck.
E-Billing: Works in conjunction with the Internet Inquiry/Payments option. E-Billing allows bills to be e-mailed to the customers desiring such a service. Did you know that it can cost around forty cents to prepare and send out a bill? E-Billing offers a great opportunity to cut those costs.
Meter Maintenance: Provides a mechanism for the scheduling of meter reliability testing at user-defined intervals, maintenance of test results records, and the expansion of meter-related information pertinent to operations. Meter testing is important because it insures the accuracy of metering devices. Many state regulators require such testing as a part of the utility’s operation. Operations personnel can be restricted so that they do not have access to sensitive data.
Budget Billing: Allows customers to be billed a set amount. There is a settlement period when the budget amount is adjusted to reflect the past experience. The budget amount is calculated programmatically. However, the user may override the calculated amount. Many gas and electric utilities offer this plan. However, we are finding other clients are interested in such a plan to entice their customers to use ACH for making payments. Some customers are leery about ACH because the amount varies each month. Budget billing can eliminate that concern. As postal rates continue to climb, ACH becomes more attractive as a means of collection.
Backflow Prevention: Backflow testing is required where customers have a piping arrangement where backflow into the public water system might occur. They are common in industrial applications and also can be found in residential settings where irrigation systems are in place. These systems require regular testing either by the utility operator or by licensed plumbers. The software prints notices at the prescribed interval and provides follow-up reports for those who have not submitted the proof of testing documents. Currently, these records are being maintained in a separate database which is awkward and time consuming. CUBIC integrates all of this information into its customer database. Operations personnel can be restricted so that they do not have access to sensitive customer data.
