CHIPS Fund Payroll Software About CHIPS CHIPS (CompreHensive Integrated Payroll System) is designed to provide the special functional and reporting capabilities required for fund based accounting operations. Designed in a modular fashion, CHIPS allows the user to select the components that fit their specific needs. CHIPS is available only as a companion application to the BUCS fund accounting system. It cannot be purchased as a stand alone application.

CHIPS is designed for fund accounting operations where one must deal with distributions among multiple departments and funds. It features a true Microsoft Windows design with extensive help and simplified processing.
Standard time transactions can be automatically generated, saving data entry time and effort. Easy to use and versatile, it handles hourly and salaried employees on daily, weekly, biweekly, semimonthly and quarterly frequencies. It can also handle multiple states. It accounts for regular, overtime, holiday and special hours; regular, overtime, holiday, special, compensation, vacation and sick earnings; FICA; Federal, State, Other state, City, Union, Loan and Garnishment standard withholdings; up to thirty additional regular deductions per employee and up to three temporary per employee; the total number of deductions for an agency is unlimited. Pay can be distributed to up to thirty general ledger accounts per employee. One can select employees and allocate their pay and deductions to up to seventy-five cost centers or funds. An interface to the BUCS accounting system is provided so that the general ledger can be updated quickly and accurately.
Special state retirement processing is available for pension plans that are exempt from federal withholding. Medicare withholdings are also handled for government employees. Tax reports generated include Quarterlies, year-end, W-2's, and Non-Employee Compensation. Magnetic media filing is optionally available. Other reports include Payroll Register by department, Payroll History, Deductions, Hours, Employee List by name or number, Tax Table and more.
ODBC Interface is the key to unlock your computer's information. With it, YOU extract information from CHIPS and create a variety of inquiry screens, reports and graphs. You can make files to be processed by databases, spreadsheets, word processors and other applications like WORD, EXCEL, ACCESS. You can integrate CHIPS information with almost any other system. It brings power to the user!
Documentation is extensive and clear. The user guide is packed with hundreds of pages of detailed instructions, display/report examples, and processing procedures. A session is supplied for one to practice before implementing the software. All of this has been provided to make the implementation and use of CHIPS as smooth and easy as possible.
CHIPS Modules
Core Payroll (Required): Provides the facilities to establish and maintain files for employees' federal, state and local tax rates plus other deductions. It calculates the payroll, prepares checks and produces tax and deduction reports. Deductions may be made either before or after tax calculations and can be calculated on a percentage of gross or as a dollar amount. Additional earnings may be taxable or nontaxable. Meals, tips and workman's compensation are also accommodated. The user can modify FICA, federal, state and local tax tables. This eliminates program maintenance. A provision is made to allow the user to select certain employees and split their pay and deductions and allocate them to multiple departments or funds. An interface with the BUCS fund accounting system is included.
Check Reconciliation: Powerful fast mechanism to reconcile checking accounts. It allows one to examine outstanding, cleared and voided checks prior to purging reconciled checks. It also provides an intelligent reversing mechanism to process voids. This eliminates the common errors associated with such transactions.
Magnetic Media Filing: A reporting mechanism required for installations reporting more than 250 W-2's to the federal government per year.
Direct Deposit: Direct Deposit creates ACH (Automated Clearing House) files that electronically create the transactions necessary for this process. ACH is the most modern and efficient form of automated transfers.
Data Dictionary: Allows access to retrieval and analysis tools via an ODBC gateway. This enables the performance of ad hoc inquiries, reports, and file transfers to other systems. Using CHIPS data files, one can extract fields and design reports using Excel, Crystal Reports, Word, Access, and other software products.
Time Clock Interface: This provides an interface between time clock systems and CHIPS. Customizing is available on an hourly basis
Microsoft SQL Database: Optional data storage method for those sites who prefer MS SQL as a standard.
